Project Title: Solar Powered Plasma Gasification of RDF & Biomass for Green Hydrogen generation. Project Summary: Varanasi Recyclers Pvt Ltd (VRPL) proposes to set up a 5 TPD Waste-to Green Hydrogen Plant at Varanasi or near by region in the district using indigenously developed High-Temperature Plasma Arc Gasification Technology, along with the waste management solution by the application of CSIR-CMERI's 1 TPD Zero waste disposal technology and integrated biogas generation. 1. The plant will mainly convert non-recyclable RDF (Approx 1TPD) from Municipal Solid Waste and Agri-biomass, mainly (Approx 4 TPD) into Green Hydrogen, (vitrified slag), and Carbon Credits, directly supporting NGHM and SWM Rules 2026 objectives. The pilot wants to achieve 5% hydrogen yield annually, 0.2 tCO2e/T emission factor, and 200+ hours of stable operation. Emission testing for dioxins/furans is already tested with IIT-Delhi, Plasma Lab. This concept note seeks NGHM CAPEX support to scale to 5 TPD commercial module, which will serve as the standard replicable unit for Samriddh UP-2047. 2. Alignment with NGHM & SWM Rules 2026: The project directly addresses three national priorities: NGHM Target: Contributes to 5 MMT Green H2 production by 2030. Waste-to-H2 is identified as a strategic pathway in NMH for hard to-abate sectors. SWM Rules 2026 Compliance: Rule 4(h) mandates RDF processing of nonrecyclable dry waste. Rule 15 imposes ₹50,000/day penalty on bulk generators for non-compliance, ensuring feedstock supply. Rule 21A enables carbon credit monetization for low-emission WTE like plasma, unlike incineration. Circular Economy: Replaces coal in cement/steel, stops open biomass burning, and diverts 3,300 TPA waste from landfill per 5 TPD plant, saving 2800 tCO2e/year. Green Hydrogen Output from 5TPD: 200-250 kg/day Green H2 + 0.5 TPD Biochar + tCO2e/month carbon credits. All outputs are revenue streams. 4. Business Model & Revenue The plant has five policy-backed revenue streams, making it commercially viable without depending solely on hydrogen price: Green H2 Sale: ₹..300-400.../kg to offtakers. Tipping Fee: ₹800/T/day from ULBs/bulk generators mandated under SWM Rules 2026. EPR Fee: ₹4,000/T/ day from brand owners for MLP processing under EPR 2.0. Biochar Sale: ₹8,000/T/month to steel, cement, and agricultural business / enterprises. Carbon Credits: ₹600/tCO2e / day on India Carbon Market under Rule 21A. Financials for 5 TPD: CAPEX: ₹10 Cr. Annual Revenue ₹5.07 Cr. Annual EBITDA ₹10.87 Cr. Payback: 3 years. With 30% NGHM subsidy, payback reduces to 1.5 years. IRR 38.2%. 5. Scaling Plan: VRPL’s strategy is modular replication, not mega-plants, to reduce logistics cost and match ULB waste generation. The 5 TPD pilot de-risks technology. The proposed 5 TPD unit is the standard commercial module. Post-commissioning, VRPL will deploy 5 units by 2029 to reach 10 TPD and 20 units by 2032 for 30 TPD, making UP a regional Green H2 hub. Total hydrogen potential: 32 TPD by 2032.
